Common Council
 The City government operates under a Charter originally enacted by the State Legislature on January 1, 1916 which has been amended many times since that date. The City is not confined to powers enumerated in the Charter. It may, by adoption of local laws, ordinances or resolutions, exercise specific powers granted by other statutes and the State Constitution.
Elected officials consist of a Mayor and six other members of the Common Council, elected at large, for four year terms. The Chief Executive Officer is the Mayor and the Legislative function is performed by the Common Council, consisting of the Mayor and the six Common Council members. The Common Council serves as the policy-making and legislative body of the City.
The Council meetings are held on the first Monday of the month at 7:30pm in the Council Chambers at 255 Main Street. If Monday is a holiday, the meeting is usually but not always held on the first subsequent Tuesday. Special Meetings of the Council are called as required. (Click to view this month's agenda)
The Mayor and Common Council vote for or against various types of legislation: Local Laws, Ordinances, and/or Resolutions. They can also vote to table or postpone, file and spread or file only. All items filed and spread are reprinted in full in the minutes. Written minutes of motions on local laws, ordinances, resolutions and communications are kept by the City Clerk. They are generally available from the City Clerk's Office in computer generated form within one week of the meeting or click here to view them. Printed minutes are also available at the White Plains Library as they are printed. The videotape, recorded by the White Plains Cable Television Access Commission, is available by contacting the Commission."
If you wish to speak on a topic that is on the Agenda, merely come to the meeting that evening and when the Council reaches that particular topic, make yourself known to the Mayor.
Citizens to be Heard If you wish to speak to the Common Council on an issue that does not appear on the agenda, you may do so at 7:00 pm prior to the Regular Stated Meeting of the Common Council. Please contact the Mayor's Office at (914) 422-1411.
