Special Licenses

Auctioneer's License

In order to conduct an auction within the City limits, you must have a license. The application can be obtained from the Clerk's Office and needs to be accompanied by three passport sized photos taken within the prior 30 days, a $5,000 bond or $5,000 certified check in favor of the City of White Plains, a $50.00 application fee and the applicant must be fingerprinted by the White Plains Police Department.

Auction License

An application can be obtained from the Clerk's Office and must be submitted along with a $50.00 fee for a one day permit, or a $100.00 fee for more than one day but not in excess of ten days. The fee is not refundable if the application is not approved. Not more than fifteen days in advance, nor less than five days prior, three copies of a detailed inventory must be submitted. The inventory needs to reflect stock numbers, descriptions and values. 

Peddler's License

This license is issued from May 1 to April 30 for a fee of $100.00, or from January 1 to April 30 for $50.00. Applications can be obtained from the Clerk's Office and must be accompanied by the appropriate fee and three passport sized photos taken within the prior thirty days. The applicant must be fingerprinted by the White Plains Police Department prior to filing.
 

Second Hand Dealer

License issued January to December. The application can be obtained from the Clerk's Office and must be accompanied by a $50.00 fee, a $1,000 bond or certified check in the favor of the City of White Plains, and three passport sized photos taken within the prior thirty days. The applicant must be fingerprinted by the White Plains Police Department.
 

Going Out of Business Sale

An application can be obtained from the Clerk's Office and must be accompanied by a fee of $500.00 for the first consecutive thirty days and three copies of a detailed inventory. This must be filed at least fifteen days before the start of the sale, but not less than five days prior. There can be one additional thirty day sale for an additional fee of $50.00. A new detailed inventory must be submitted. The fee is refundable at the sale end if the applicant is in compliance with all regulations.

Window Cleaning

The application can be obtained from the Clerk's Office and must be submitted with a fee of $50.00 for a period January to December. There is a $25.00 fee for each additional license issued with a new or renewal license. The application must be also be accompanied by three passport sized photos taken within the prior thirty days. Applicants must be fingerprinted by the White Plains Police Department. The applicant must include proof of liability coverage for not less than one million dollars, naming the City of White Plains as additional insurer and proof of NYS Disability Insurance as required by NYS Law.

Transient Retail Sale

The application can be obtained from the Clerk's Office and must be submitted with three copies of the inventory and a $5,000 bond or certified check in the favor of the City of White Plains. There is no application fee, however, a tax must be paid, in addition to normal sales tax, on a verified report of gross sales. This tax is at the current city rate of property tax and must be paid within a ten day period.

Transient Show

The application can be obtained from the Clerk's Office and must be accompanied with a certified check in the amount of $100.00 for the first day and $25.00 for each additional day. Certificates of insurance and disability coverage must also accompany the application.

Pawnbroker's License

The application can be obtained from the Clerk's Office and must be accompanied by three passport sized photos taken within the prior thirty days, a fee of $50.00 and a $10,000 bond in the favor of the City of White Plains. This license is issued for one year, May 1 to April 30. The applicant must be fingerprinted by the White Plains Police Department. An application must also be filed with the NYS Controller's Office.
