The Department of Building is responsible for the Enforcement of the Ordinances of the City of White Plains (and all applicable County and State Laws) which regulate the use and occupancy of private land and structures for the purpose of securing the public safety, health, and general welfare through structural strength, stability, means of egress, adequate light and ventilation, and safety to life and property from fire and other hazards incident to the design, construction, alteration, addition, repair, removal, demolition, use and occupancy of buildings, structures, or premises. This is accomplished with an organization consisting of four divisions, including:
The Department coordinates its programs with other departments and agencies of the City, County and State Governments, and also with private agencies that have similar responsibilities, including among others, the New York Board of Fire Underwriters, the American Standards Association, the American Society for Testing and Materials, the National Fire Protection Association and Underwriters Laboratories.
ENFORCEMENT: City Ordinances enforced by the Department include the White Plains Supplemental Building Codes, the Zoning Ordinance, Air Pollution Ordinance, the Outdoor Signs and Awnings Ordinance, Special Residence Facilities Ordinance, Noise Ordinance, the Scaffold and Staging Ordinance, the Smoke Abatement Ordinance and Look Alike Ordinance. State Laws enforced include the Building Code, Residential Code, Fire Code, Property Maintenance Code, Mechanical Code, Plumbing Code, Mechanical Code, Fuel Gas Code, Energy Conservation Construction Code, the Multiple Residence Law, the State Labor Law and the State Industrial Code. The City of White Plains is an active Governmental Member of International Code Council and the New York State Building Officials Conference.
