CITY OF WHITE PLAINS INDEPENDENCE DAY CELEBRATION

Mayor Thomas M. Roach and the City of White Plains Recreation & Parks Department today announced the details of the City’s Annual Independence Day Celebration. This cherished White Plains tradition will take place on Tuesday, July 2nd from 6:00 – 10:00 p.m. with a rain date scheduled for the same hours on Wednesday, July 3rd. This free event will once again be held at White Plains High School on North Street.

The City of White Plains is excited and proud to once again be hosting the Mental Health Association of Westchester's outdoor mega yoga event: Get On Your Mat for Mental Health!
Just the ticket for a balmy summer evening, music to move to and yoga under the open sky. On Wednesday, June 19, 2013, The Mental Health Association of Westchester's epic mega-yoga event, Get on Your Mat for Mental Health, will unfold on Court Street in White Plains, NY. Registration is at 6pm, leaving you time to explore the yoga marketplace and enjoy the global sounds of House of Waters. Class begins at 7pm with renowned yoga teacher and wellness expert Sadie Nardini. Tao Porchon-Lynch, the oldest living yoga teacher, according to the Guinness Book and this year’s Athleta Athlete of the Year, will lead the opening meditation.

    2012 Annual Drinking Water Quality Report Now Available

    In compliance with State regulations, the City of White Plains annually issues a report to all residents describing the quality of your drinking water. The purpose of this report is to raise your understanding and awareness of where your drinking water comes from, what it contains, how it compares to State standards and the need to protect our drinking water sources. Last year, your tap water met all State drinking water health standards. We are proud to report that our system had no maximum contaminant level violations. The attached report provides an overview of last year’s water quality. If you would like to receive a paper copy of this report, please call the Department of Public Works at (914) 422-1220.

    City of White Plains Department of Public Safety Summer Citizen’s Academy Tuesday Evenings – 7:00 PM to 9 PM June 11 through August 6, 2013

    The White Plains Department of Public Safety is pleased to announce the continuation of the Public Safety Citizen’s Academy. This exciting nine-week program is intended for people in our area who want to learn more about the White Plains Public Safety Department. Applicants must be 18 years of age or older. The academy is open to both the business and private communities. Offered FREE of charge, this hands-on, interactive, behind-the-scenes program is taught by experienced police officers and firefighters. This Citizen’s Academy will include an opportunity to ride along with experienced police officers while on patrol. After the class has been completed, a graduation ceremony is held to recognize each participant. This year’s graduation will take place at the White Plains National Night Out Event on Tuesday, August 6, 2013.

    Run, don’t walk, to the White Plains Recreation & Parks Department and get a head start on the upcoming Soccer season! It’s not too early to join. The Recreation and Parks Department will be offering Pre-Kicks and Little Kicks clinics, Sunday Soccer Clinic and league play, which focuses on developing skills and emphasizes teamwork and having fun. And, building off its success last year, the Recreation Department will also host its 2nd Annual World Cup Tournament at the end of the season!

    Head out with a Helmet and Bike White Plains

    May 2, 2013
    The City of White Plains, in cooperation with the Jill E. Solomon Foundation, will host a FREE Helmet Safety Program on Saturday, May 4. The program will be held at Delfino Park on Lake Street from 10:00 a.m. until noon. Helmet fittings, bike inspections, a bicycle safety rodeo, giveaways and refreshments will all be available. There will also be a Learn to Ride Program for children. You must bring your bike to participate.

    Additionally, an informative bike for fun class will be held on Sunday, May 19 at 9:00 a.m. in the White Plains Train Station parking lot. Gain familiarity with the rules of the road and cycle your way into summer. This class is a great way to help you and your family feel comfortable bicycling in White Plains. No experience is needed and the class is free and open to everyone ages 12 years and older. Following the instructional presentation there will be a Family Fun Ride on the White Plains Bike Lanes. Be sure to bring your bike and helmet!

    For registration and additional information call the Recreation and Parks Department at 422-1336. The Helmet Day Program is a rain or shine event.

    NEW OFFERING FOR ACTIVE OLDER ADULTS:

    STRETCH & SCULPT

    The City of White Plains Recreation & Parks Department is offering a new group exercise class to adults 60 years and older: Stretch & Sculpt. The class promises to be fun, heart -healthy and easy on the joints. The program is designed for active older adults and includes easy to follow, low impact movements, with total body conditioning. Class uses hand-held weights, stretch bands with handles, and a ball. The class concludes with balance, stretching and relaxation exercises. This is a Level 2 class where movements can be modified to be done in a sitting position or standing position with the support of a chair.

By broadening our community’s knowledge of mental illness, we replace stigma and judgment with recognition, understanding and support. The City of White Plains joins 26 other municipalities in Westchester who are participating in NAMI’s Ribbon Campaign..

    MULTI HAZARD MITIGATION PLAN

    The Department of Public Works is developing a Click to View PDFDraft Multi-Hazard Mitigation Plan (MHMP) for the City of White Plains in an effort to reduce future loss of life and property resulting from natural disasters. It is impossible to predict exactly when these disasters will occur, or the extent to which they will affect the City. However, with careful planning and collaboration among public agencies, private sector organizations, and citizens within the community, it is possible to minimize the losses that can result from natural disasters. Natural hazard mitigation is the responsibility of individuals, private businesses and industries, state and local governments and the federal government. The Commissioner of Public Works has been appointed as the chair of an advisory committee to the Common Council. The Common Council must formally adopt the MHMP and forward it to the Federal Emergency Management administration (FEMA) for final approval.

Complete the form and return it to the Commissioner of Public Works by May 24, 2013, either by mail or via email to MHMP@wppublicworks.com so that the information can be included in our final report.

    Fifth Annual Mother - Son Dance

    The White Plains Youth Bureau will hold its fifth annual Mother-Son Dance on Friday May 10th, 7:00 - 9:00 p.m. at historic Mapleton on the Good Counsel campus. Lord Judah will return to “rock the house” this year, playing music guaranteed to make you get up and move. Attendees will enjoy a buffet meal catered by Caperberry’s, a traditional flower pinning and a trivia quiz with prizes.The dance provides a relaxing and fun way for mothers, grandmothers, aunts or other significant females to show young men how special they are and be recognized by the community for the nurturing they provide. Admission is $30.00 per couple and $10.00 for each additional child.

    Bits N' Pieces Tutorial Camp

    The White Plains Youth Bureau is receiving applications for its Bits N’ Pieces Tutorial Camp. The Bit’s N’ Pieces Tutorial Camp is a six week summer camp for 1st through 5th graders which provides youth with academic enrichment, field trips, swimming and sports. Reading and math skills development are a significant component of the camp. This summer, the camp will be engaged in STEM (Science, Technology, Engineering and Math) enrichment in collaboration with the Westchester County Youth Bureau and IBM. Students will benefit from 90 hours of academic learning and 15 hours of STEM involvement. In addition, Back Yard Sports, a community-based sports program, will provide instructional sports to help develop athletic skills. The program will provide students breakfast, lunch and snacks. The camp will be held at Church Street Elementary School from July 1 through August 9, Monday through Friday, 8:30 a.m. - 5:00 p.m. Registration forms are available at the White Plains Youth Bureau, 11 Amherst Place, or online at http://www.whiteplainsyouthbureau.org

    Summer employment applications for White Plains residents ages 14 - 21 years are now available. These applications can be found online at http://www.whiteplainsteens.com.     Attention White Plains Residents and Businesses Affected By Hurricane Sandy: FEMA & SBA Application Deadline Extended

    April 1, 2013

    The deadline to register with FEMA and return a disaster loan application to the SBA has been extended to April 13, 2013.

    FEMA assistance can include

  1. Rental assistance: Temporary rental assistance is provided by FEMA to assist homeowners until damaged homes can be repaired or rebuilt and to help renters until they can return to former rentals or relocate to a new residence.

  2. Home Repair: Grants are available to homeowners to repair disaster-related damage that is not covered by insurance. The goal is to make the home safe, sanitary and functional.

  3. Other Needs: Grants are available for necessary expenses and serious needs caused by the disaster. This includes medical, dental, funeral, personal property, transportation, moving and storage and other expenses authorized by law.


  4. Individuals can register online at www.DisasterAssistance.gov or via smartphone or tablet at m.fema.gov. They may also call the FEMA helpline 800-621-3362 (Voice, 7-1-1/Relay) or (TTY) 800-462-7585. The helpline is available 7 a.m. to 10 p.m. EDT, seven days a week.

    Applying for an SBA disaster loan

    There’s no need to wait for an insurance settlement to apply for an SBA disaster loan, which may help if applicants later find they are underinsured.

    Homeowners may be eligible for low-interest loans up to $200,000 to repair or replace their storm-damaged home. Homeowners and renters may be eligible for up to $40,000 to replace personal property. Businesses and private nonprofit organizations may be eligible to borrow up to $2 million to repair or replace storm-damaged property.

    To apply for a low-interest SBA disaster loan, go to https://DisasterLoan.SBA.gov/ELA. Survivors may also visit a Disaster Loan Outreach Center or a Business Recovery Center. To locate the nearest center, visit www.fema.gov/disaster-recovery-centers or text “DRC” and your Zip Code to 43362. For assistance, call the SBA Disaster Customer Service Center at 800-659-2955 (TTY 800-877-8339) or send an email to DisasterCustomerService@sba.gov.

    The City of White Plains Recreation & Parks Department invites you to join a low impact, beginner Tai Chi class. This ancient form of exercise will help you maintain your balance, flexibility, strength, and coordination. The class will be taught in the Chang style, which has as its goal the achievement of harmony of the body, mind, and spirit. The slow rhythmic movements also tone muscles and improve overall fitness and endurance. In addition, Tai Chi has been shown to be very beneficial in stress reduction and mind relaxation.

      On Saturday, March 9th the City of White Plains will be wearing green for the 16th Annual St. Patrick’s Day Parade. The parade will begin promptly at Noon at the intersection of Mamaroneck Avenue and Livingston and proceed up Mamaroneck Avenue to Main Street, ending in front of City Hall.

      The deadline to register with FEMA and apply for an SBA disaster loan has been extended to March 29, 2013.

      The deadline to register with FEMA to receive Individual Assistance or an SBA disaster loan has been extended to March 29, 2013 for the 13 New York counties designated for federal assistance, including Westchester. Survivors who register may be eligible for federal grants to help cover various disaster-related expenses, including rent, essential home repairs, personal property losses and other serious disaster-related needs not covered by insurance. Businesses of any size are eligible. Private, non-profit organizations such as charities, churches, private universities, etc., are also eligible.

          National Salute to Veteran Patients Week @ VA Hudson Valley

          Our veterans are a vital part of our community. One way to honor their service and sacrifice is by visiting the US Department of Veterans Affairs Hudson Valley Health Care System at their campuses in Montrose or Castle Point, NY during the week of February 10 -16.

          VA Hudson Valley is an outstanding organization dedicated to helping veterans receive the medical care they need. February 10- 16 is National Salute to Veteran Patients Week, and during this week the public is invited to visit either campus and learn about the volunteer programs they offer. Every citizen can help to make a difference in the life of a hospitalized veteran.

          COUNTY TO OFFER FREE FLU SHOTS TO RESIDENTS

          January 29, 2013
          The Westchester County Department of Health will once again offer free flu shots to residents. Flu shots will be available on Thursday, January 31, from 3:00 p.m. to 6:00 p.m. at the Health Department's White Plains District Office, located at 134 Court Street.

          Flu shots will be available for adults and children ages 9 and up. Residents are strongly encouraged to register in advance for the flu clinics at www.health.ny.gov/Go2Clinic. Those without internet access can call (914) 995-7425, weekdays, 8:30 a.m. to 4:30 p.m. Walk-ins will also be welcome.

          Attention White Plains Residents & Businesses Affected by Hurricane Sandy: FEMA & SBA Application Deadline Extended

          The deadline to register with FEMA and apply for an SBA disaster loan has been extended to February 27, 2013.

          Federal disaster assistance for homeowners or renters can include repair or replacement of disaster-damaged real estate or personal property owned by the victim. Renters are also eligible for their personal property losses, including automobiles. Loans to businesses can include repair or replacement of disaster-damaged property owned by the business, including real estate, inventories, supplies, machinery and equipment. Businesses of any size are eligible. Private, non-profit organizations such as charities, churches, private universities, etc., are also eligible.

                  The deadline for Hurricane Sandy survivors in 13 designated New York counties to register for Federal Emergency Management Agency disaster assistance has been extended to January 28, 2013.

                  The extension agreed upon by the state and FEMA is for survivors living in disaster-designated individual assistance counties: Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster, Westchester.

                  Federal disaster assistance for individuals and families can include money for rental assistance, essential home repairs, personal property losses and other serious disaster-related needs not covered by insurance.

                  Hurricane Sandy reinforced the importance of communication during an emergency. The City of White Plains utilizes a system called CodeRed to communicate important information to residents and business owners. Right now, CodeRed utilizes land lines as the primary means of contact. As we saw during Hurricane Sandy, however, if you have no phone service, your ability to receive these important messages is limited. Residents and businesses do have the ability to input their cellular phones and / or email addresses into the system as well. Doing so will ensure that you receive important communications even if the service to your land line is down.

                      Information for Home and Business Owners Who Need to Make Hurricane Sandy – Related Repairs

                      The City of White Plains Building Department is fast-tracking the permit approval process for homeowners and businesses who come in for a permit to address storm-related damage. The Building Department has been expediting these permit requests since Hurricane Sandy hit our area because they know how important it is that this work move forward as quickly and smoothly as possible.

                      Residents and businesses that have work done as a result of the Hurricane should make sure they receive a City of White Plains Building Department Certificate of Compliance upon completion of the work. This certificate is issued to the contractor by the Building Department after a final inspection of the work. Without this certificate, there is no way for the resident or business to know for certain that the work was completed properly and to code.

                      The Building Department is available to answer questions about the permit process for electrical, plumbing, building and sign permits, Monday – Friday, 9:00 a.m. – 5:00 p.m. Please call (914) 422-1269.

                      General tips for homeowners when dealing with home improvement contractors:

                      Homeowners should be wary of home improvement contractors who may suddenly appear in the neighbourhood in the coming days and weeks. The Westchester County Consumer Department offers valuable information on their website: www.westchestergov.com/consumer for homeowners who are looking to engage a home improvement contractor. Here are some additional tips from the County's Consumer Department:

                    1. If you haven't done so, call your insurance company as soon as you can. Many insurance companies have existing relationships with home repair contractors.

                    2. Watch out for contractors who are suddenly in the area. Fly-by-night contractors will take advantage of homeowners in need. Don't get rushed into signing a contract or agreeing to repairs.

                    3. Avoid contractors who demand payment in cash or want more than one-third of the total payment before work has begun.

                    4. Do not agree to an oral contract. Get everything you can in writing. Insist on a written contract that sets forth all the important details of the job. That includes a detailed scope of work, a start date, a completion date, cancellation clause, warranty information and a schedule of payments.

                    5. Get at least three estimates. In reviewing the estimates, don't always go with the lowest bidder. A higher bid may be worth it if the contractor is the most experienced, uses better materials and keeps to a timeline. - Consumers who need to purchase essential goods and services need to take notice of what they are paying for these items and should contact the department if prices seem to be much higher than normal.

                    6. Make sure that the electrical and plumbing contractors (if required) are licensed by the County of Westchester.

                    7. Make sure all contractors are insured.

                      Reminder to White Plains Residents:
                      FEMA Disaster Recovery Center Operating Out of the Westchester County Center Individual and Small Business Assistance Available

                      The Federal Emergency Management Agency (FEMA) Disaster Recovery Center at the Westchester County Center remains open 7 days/week from 8:00 a.m. – 8:00 p.m. to assist individuals and small businesses affected by Hurricane Sandy and the Nor’easter. The County Center is located at 198 Central Avenue in White Plains. Parking fees at the County Center have been waived while the Disaster Recovery Center is operational.

                      Staffed by FEMA officials, individuals may come to the Center to ask questions about available FEMA assistance. The site is also acting as a one-stop center by helping to link individuals to other needed services. Individuals are encouraged to register with FEMA via one of the methods listed below, prior to visiting the Disaster Recovery Center.

                      President Obama’s Major Disaster Declaration for the State of New York triggered the release of Federal funds to help individuals, businesses and communities recover from Hurricane Sandy. This means that Westchester residents can register with FEMA and apply for disaster assistance. To learn more about the types of assistance available and eligibility, register with FEMA via any one of the following methods:

                    9. Apply online at www.DisasterAssistance.gov.

                    10. Apply via smartphone at .m.fema.gov.

                    11. Call the registration phone number at 1-800-621-3362; those who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.

                      FEMA is strongly recommending that individuals and small businesses register in advance of visiting the Disaster Recovery Center. However, residents can apply for FEMA aid without coming to the County Center.

                      FEMA representatives are on hand at the County Center to help individuals and households apply for financial aid for losses and damages caused by the storm. In addition to FEMA representatives, the Center will be staffed with representatives from:

                    12. Con Edison, to answer customer questions about outages and restorations; engineers and customer representatives will be there to answer specific questions;

                    13. The Small Business Administration, which will help businesses apply for low-interest loans for storm-related damages;

                    14. Social services agencies, to provide residents with recovery assistance;

                    15. FEMA has advised that all persons applying for assistance at the Disaster Recovery Center be prepared to provide:

                    16. Social Security number (including your spouse's if applicable);

                    17. Private insurance information, if available

                    18. Address and zip code of the damaged property

                    19. Directions to the damaged home or property

                    20. Daytime telephone number, and

                    21. An address where you can receive mail

                    22. French American School of New York Environmental Review

                      December 4, 2012

                      The Common Council of the City of White Plains is the Lead Agency for the environmental review of the application of the French American School of New York (“FASNY”) for a special permit to construct and operate a private elementary and secondary school and accessory nursery school at the site of the former Ridgeway Country Club. As part of its environmental review, the Common Council determined that the proposed School Project might have a significant adverse impact on the environment, and therefore required FASNY to prepare a Draft Environmental Impact Statement (“DEIS”) for the School Project.

                      FASNY and its consultants prepared a Preliminary DEIS pursuant to New York State Environmental Quality Review Act (“SEQR”) regulations. After review and modification of the Preliminary DEIS, at its August 6, 2012 meeting the Common Council determined that the FASNY DEIS was complete for the purpose of receiving public comments and authorized the issuance of a “Notice of Completion.”,

                      Public comments on the FASNY DEIS were received at public meetings held on September 19, 2012, October 17, 2012, and November 13, 2012. Written comments were received through November 23, 2012.

                      The Common Council of the City of White Plains is the Lead Agency for the environmental review of the proposed amendment to the Comprehensive Plan and Zoning Ordinance, and other regulations as necessary, to establish an Open Space Recreation District ("OSRD"). As part of its environmental review, the Common Council determined that the proposed OSRD amendment(s) might have a significant adverse impact on the environment and directed that a Draft Generic Environmental Impact Statement ("DGEIS") be prepared.

                      City consultants prepared a Preliminary OSRD DGEIS pursuant to New York State Environmental Quality Review Act ("SEQR") regulations. At its August 6, 2012 meeting, the Common Council, as Lead Agency, determined that the draft EIS was adequate with respect to its scope and content for the purpose of commencing public review and authorized the issuance of a "Notice of Completion" of the DGEIS.

                      Comments were received on the OSRD DGEIS at two public hearings held on September 4, 2012 and October 1, 2012. Written comments were received through October 12, 2012.                       Below is the Environmental Findings Resolution for the German School application to: Amend its Special Permit to increase enrollment from 375 to 500 students; subdivide 800 North Street into four residential lots, one 38-space parking lot for the school, and a new private road to access the lot; approve site plans for the four houses to be built on the four residential lots; and other approvals related to these applications.

                      The White Plains Planning Board is the Lead Agency for the environmental review of the application made by the German School New York (the Applicant) for an amendment to its existing Special Permit to Operate a Private School in order to increase enrollment from 375 students to 500 students incrementally over a five year period; and to subdivide its property at 800 North Street into five lots to allow development of four single family houses and a parking lot and new roadway to serve the school.

                      As part of its environmental review, the Planning Board determined that the proposed project may have the potential to have a significant adverse impact on the environment and directed that a Draft Environmental Impact Statement ("DEIS") be prepared. The DEIS is available through the link provided on this website above.

                      The Applicant prepared a DEIS, and on May 15, 2012, the Planning Board determined that the DEIS was adequate with respect to its scope and content for the purpose of commencing public review and authorized the issuance of a "Notice of Completion" of the DEIS.

                      Comments were received on the DEIS at public hearings held on June 19, 2012, June 26, 2012, and July 17, 2012. Written comments on the DEIS were received through August 10, 2012.

                      On December 7, 2012, the Applicant submitted a preliminary Final Environmental Impact Statement (FEIS) which summarizes and addresses all substantive public and agency comments on the DEIS, The preliminary FEIS was reviewed by staff for the lead agency, and revised. The revised preliminary FEIS was submitted on February 13, 2013, and reviewed by the Planning Board at its February 19, 2013 meeting.
